Neno CSOs Not Amused with Localisation Drive Hijack

Neno Civil Society Organizations Network has strongly recommended that no any international organization should come into the district with their already identified outside local partner, saying such a move is defeating the purpose of Localisation Drive.

In a letter read at its extraordinary meeting held today, the Network's Treasurer Oscar Nkhoma says a lot of International Organizations are coming into the district with outside local Non-governmental organization which he says is against the roles governing the Localisation Drive.

Nkhoma further said through the letter, that other organizations are bypassing the Network: work and exit the district without showing results on the ground.

"The Localisation Drive was meant to empower and capacitate local non-governmental organisations with expertise and it does not allow outsiders to come to another district to implement a project as a subcontracted NGO," he said.

Nonetheless, Nkhoma has asked the council to scrutinize all the International Organizations that have come into the district and have a local organization as a partner, to confirm if their sister organisation is indeed from Neno district.

The Network is also against a solution which the Neno Full Council agreed to designate some areas as being hard to reach and require a Daily Subsistence Allowance (DSA) of K45 thousand, saying the idea is not being justifiable to their donors.

Luthiar Ngulume from Partners in Health (PIH) says that a lot of money will be spent on people's allowances than on the actual purpose of uplifting the lives of the people the non-governmental organisations are serving in Neno.

Meanwhile, Samson Njolomole, Neno CSO'S chairperson has asked all organizations working in the district to register with NGORA and the organization, and sigh Memorandum of Understanding with the Network and the council.

On this, the Neno District Council Director of Planning and Development Charles Lomoni echoed saying all non-governmental organisations which have not signed the MoU will soon be taken off of the list of registered NGOs of the district.

Beyond Our Hearts Foundation with funding from Save the Children-Italy, is funded the CSO'S meeting as a way of ensuring that its functions are met.
