CSAT Discusses Delays to Fill Key Govt Positions

Center for Social Accountability and Transparency says that delays to approve key personnel in various public offices is a contributing factor to continued lack of transparency and accountability in most government sectors.

CSAT Executive Director Willy Kambwandira has suggested for the establishment of a legislation that will regulate time when someone can be in an acting capacity, saying, this is the only way to also deal with exploitation of public officers.

Kambwandira says for example, delays to permanently appoint auditor general and NOCMA Chief Executive Officer have affected operations of both offices.

"This tendency of putting senior public officers on acting capacity for so long has a great impact. When one is acting their decisions can be easily challenged, they are easily exploited as they are there to impress their bosses so that they get a full time job," said Kambwandira.

Public Appointments Committee Chairperson Joyce Chitsulo while acknowledging the challenges said; "That's a good idea but the fact is, even if you say someone should be in an acting position for 3 months, if we don't have a person filling that position it's still challenging. There should be that political will to say can we have an auditor general?"

The auditor general has been in acting position for three years now, while NOCMA has been without a Chief Executive Officer for close to two years now.
