CHRR, YAS Demand Transparency Over COVID 19 Funds Expenditure

The two organisations, Centre for Human Rights and Rehabilitation, CHRR and Youth and Society, YAS say they have observed that there is secrecy on how government is spending billions of kwachas donor funds aimed at fighting COVID-19 pandemic.

Executive Directors of CHRR and YAS , Michael Kaiyatsa and Charles Kajoloweka respectively say they are particularly concerned by the "lack of reporting and publication of COVID-19 resources ."

In a letter addressed to Elias Hausi, Director of Public Procurement and Disposal of Assets Authority, PPDA, the two organisations note that failure to be transparent over COVID 19 funds expenditure posses corruption risk and undermines constitutional requirement.

"We note that the absence of transparency in the expenditure, poses corruption risk and undermines constitutional requirement that procurement be done in accordance with the system that is transparent " reads part of the statement.

In addition, the two organisations' executive directors remind the Director of PPDA that the authority in May, 2020 informed the nation that it had "waived some requirements to facilitate swift procurement of supplies to fight COVID -19".

However, Kajoloweka and Kaiyatsa say, they are disappointed to note that up to now such "information is not being published on PPDA website or any of the procuring entities' website".

Meanwhile, the two organisations have given the Director of PPDA seven days to explain the reasons for the authority's failure to publish such information on the website.

Hausi is yet to comment on the matter.
