The road which is said to have an economic agriculture value has been a campaign tool for several political campaigns.
Muluzi said it is among the plans of the alliance torch bearer, Peter Mutharika.
"Under the wise leadership of Professor Mutharika, we are geared to upgrade this road and to tarmac after this fresh election to enable farmers easily transport their produce to market," said Muluzi.
He also promised the crowed that waited for him till evening at Balaka town that cotton largely grown in the district will have an added value with plans to construct fabric manufacturing industry.
Member of Parliament for Balaka Central East, Chifundo Makande, said Balaka-Mangochi via Chilipa road which demarcates his constituency and Balaka North is a very important road that will benefit the people of Balaka and Mangochi especially farmers.
"Construction of this road will greatly assist to address challenges farmers face when transporting their crops to markets," he said.
