Nsanje 'Dubiously' Recruited HSAs

Three people who were allegedly hired as health surveillance assistants under Nsanje District Council without following laid down procedures, have been removed from the pay roll, District Commissioner, Dr. Medson Matchaya has confirmed.

The three were allegedly put on the pay roll by Nsanje District Health Office Principal Human Resource Officer, Lufai Nachamba, who allegedly recruited three additional HSAs in June this year, contrary to a warrant by the Department of Human Resource Management and Development (DHRMD), which instructed the council to only hire four HSAs as per the establishment.

"When we discovered this last week, a decision was made to remove them from payroll as they were dubiously recruited. The next thing is relevant offices need to be updated on the same," said Dr. Matchaya.

The Nsanje DC further disclosed that his office will be guided by the Malawi Public Service Regulations (MPSR) for action as the officer in question contravened the regulations.

He further added the three have been reported to police, "it’s a criminal activity so the police need to be informed and that's what we have done. They were not supposed to receive June and July salaries because they were dubiously recruited," said Dr. Matchaya.

According to Dr. Matchaya, the activity did not take place within the council.

"You see our system is very sealed no wonder we discovered it. The officer used other offices, the DHRMD. He used some officer there to play it. Locally we have no rights to do that. We will work hand in hand with them to curb such a problem,” explained Dr. Matchaya.

The three who were allegedly recruited without following laid down procedures, are Nollah Chilemba, whose employment number is 322582, Idah Nachamba, employment number 322583, apparently a niece to the officer, and Francis Sempulo whose employment number is 322584.

The officer in question recently declined to comment on the allegations.
