Mussa made the confession in cross-examination when lawyer for the Anti-Corruption Bureau, Kamudoni Nyasulu, pressed to establish Mussa’s understanding of procedures required for one to legally acquire Malawi citizenship.

Later, however, the former minister told Judge Chifundo Kachale’s court that his understanding was that a minister's decision to approve or reject an application for citizenship cannot be questioned by anyone or challenged by the courts.

Mussa, who stands, accused of granting Malawian passports and citizenship to over 50 foreigners dubiously between 2013 and 2014 has pleaded not guilty to the charges.

Citing section 29 of the Citizenship Act, Mussa said the minister is at liberty to accept or turn down applications recommended to him by the Principal Secretary.

Mussa’s alleged accomplice, former Immigration Officer, David Kwanjana, was yesterday introduced in the court for cross-examination which continues before judge Kachale today.
