The Network's chairperson Samson Njolomole says for example, International organisations are abusing the Localisation Drive by working with non Neno based NGOs which is against the gazetted principles.

Njolomole added that a recent circular on allowances in hard to reach areas (K45,000/day) should be looked into, arguing many organizations have limited capacity and also it should increase representation of NGO members at DEC meetings.

He said that "most local organizations in Neno have the capacity to work with International organisations but we are surprised to see that these International organisations are bringing to Neno with partners from elsewhere. That is against the Localisation policy."

In response, Director of Planning and Development Charles Lomoni says the issues raised are genuine and they will be answered when management sits down while adding that asset disposal by outgoing NGOs will also be prioritised to help capacitate local NGOs.

"The concerns are true and I cannot provide answers now, but will do so as soon as possible when we sit down as management and come up with a common understanding," said Lomoni.

He nonetheless says they look at non-governmental organisations as partners in development hence the council's call for continued dialogue.

The DPD has also challenged all NGOs that were approved to work with the council to show their work on the ground and also to have Memorandum of Understands signed with the council and registered by NGORA.
