Transfer Galore for DCs as Police Commissioners get Injunction

Capital Hill: Initiating transfers

The Ministry of Local Government has transfered and redeployments of several District Commissioners across the country.

Zodiak has information that District Commissioners from Dowa, Kasungu, Lilongwe and Mchinji are among those affected by the transfers and redeployments, with some moving to the civil service.

Spokesperson for the Ministry, Chimwemwe Njoloma, has confirmed the development saying this is meant to strengthen operations in the government.

"It is true that the the redeployments have been made. These are normal procedures that are undertaken in the government to  maximize efficiency and effective of government programmes," said Njoloma.

In a related development, a decision by the Chief Secretary, Justin Saidi, to redeploy five Commissioners of the Malawi Police Service to government ministries has hit a snag after the senior officers obtained a court injunction stopping the move.

The five—Christopher Katani, Rhoda Manjolo, Emmanuel Soko, Chikondi Chingadza and Barbra Mchenga Tsiga—have had their prayer for a judicial review granted by High Court Judge William Yakuwawa Msiska.

A political scientist, George Chaima, has observed that such changes are often influenced by considerations of loyalty and efforts to strengthen security structures, especially following a change in government.

"It is a very commendable move by the government. Some of these DC have overstay and if you vet them you are going to find that some things where not being managed well," Chaima said.

Economist Hannock Ngwata has also weighed in on the transfers, saying this is costly to the government.

"I hope the government has weighed in how much will be lost with these transfers being undertaken in the government," noted Ngwata.

Government has been making a number of changes since the change of administration.
