Ministry Says Call for CVs of Senior Council Officials Is Routine

The Ministry of Local Government and Rural Development has described its directive instructing District Commissioners (DCs) to submit curriculum vitae (CVs) of senior council officials as a routine administrative exercise aimed at updating personnel records.

In a letter dated 12 December 2025 and signed by the Secretary for the Ministry, Reverend Moses Chimphepo, all District Commissioners were directed to submit CVs for Directors of Public Works (DPWs), Directors of Finance (DoFs), Directors of Planning and Development (DPDs), and Directors of Human Resource and Administration (DOHAs) by 15 December 2025.

The directive also requires officers serving in acting capacities to submit their CVs, clearly indicating their qualifications and the duration they have served in those roles.

Speaking to Zodiak Online, Chimphepo said the exercise should not raise concern, stressing that it is purely meant to update the ministry’s database.

“This is a normal exercise. We just want to update our data—nothing else,” said Chimphepo.

Meanwhile, governance commentator Ollen Mwalubunju has called on the ministry to ensure transparency in the process.

“The exercise is good if it is being conducted in good faith, because in the past we have seen officials being moved following a change in government. We hope that is not the case this time,” said Mwalubunju.

The development comes amid ongoing changes across several government ministries, departments, and agencies.
